The Russian government recently announced its Resolution No. 828 that establishes poultry, pork and beef import volumes and customs duty rates applicable to in-quota and out-of-quota imports for 2009. The TRQ volumes and tariff rates are consistent with the 2005 meat agreement.
However, the Russian government decided not to include 2008 figures in determining 2009 quota allocations in order to avoid that meat importers could rush increase purchases at the end of the year, causing an oversupply in the market and a fall in domestic prices.
So the greater part of the meat import quotas will be distributed between the importers of meat products from 2005-2007, in percentage to the volumes of their deliveries. 2009 TRQ quantities which exceed the 2008 TRQs will be allocated to new companies. According to the Resolution No. 828, 100 percent of beef, pork and poultry TRQ volumes for 2009 will be allotted among companies by 10 April 2009.
